Pursuant to Item IV, Paragraph 4 of the Decision on the Establishment of the Mine Action Center in Bosnia and Herzegovina
(“Official Gazette of BiH” No. 15/02), and in accordance with Article 20, paragraph 1, item a) of the Law on Freedom
access to information in Bosnia and Herzegovina (“Official Gazette of BiH”, number: 28/00, 45/06 and
102/09) and the Director of the Mine Action Center in BiH, brought GUIDELINES to
BiH Mine Action Center for access to information
1. INTRODUCTORY NOTES
This guide is intended for all interested legal and natural persons with the aim of realization
their right to access information held and controlled by the Removal Center
mines in BiH (hereinafter: BH MAC) in accordance with the provisions of the Law on Freedom of Access
information in Bosnia and Herzegovina (hereinafter: FOIA). This guide contains the following:
a) simple instructions for drafting and submitting applications,
b) procedures and deadlines that BH MAC must adhere to during the processing of access requests
information,
c) the circumstances under which access to the requested information may be denied,
d) instructions on filing appeals and deadlines for filing appeals against decisions made in
in accordance with FOIA,
e) refers to the authorized persons for information and contact telephone numbers to which the applicant refers
can turn to facilitate access to information,
f) contains a list of information required to contact BH MAC,
g) a unique request form for access to information,
h) regulate the costs of duplicating the requested information, and
i) refers to the Index register of information under the control of BH MAC
This guide and an example of a request for access to information is available at www.bhmac.org.
Users of this Guide can make recommendations and suggestions that they feel they can contribute
improving its content.
2. WHAT KINDS OF INFORMATION CAN BE OBTAINED
FOIA guarantees every natural and legal person access to information that is under control
BH MAC. It is recommended to consult the Registry Index before establishing contact
information, which contains all information that is under the control of BH MAC and which is an integral part of this
guide.
In case the applicant is not sure that BH MAC possesses certain information, the same
is related to the established competence of BH MAC, it is recommended to the applicant to establish
prior contact with the information officer or other authorized officer of BH MAC, who is obliged to give the necessary instructions and explanations.
As a rule, BH MAC will grant access to information, except in exceptional circumstances established
FOIA and other regulations of Bosnia and Herzegovina.
3. PROCEDURE FOR ACCESS TO INFORMATION
In case there is a high level of reliability that BH MAC has the requested information, a
before submitting a formal request for access to information, it is necessary to contact the person for
informing, in order to, in an informal way, try to get the necessary information. If up to
the necessary information does not come in a simpler, informal way, in which case it can be submitted
formal request to BH MAC.

3.2. Planning requests for access to information
Before applying for access to information, it is necessary to carefully identify it
information or acts to be obtained, and to anticipate the amount of financial resources required
funds necessary for the reproduction of the required documents. It is desirable to determine in advance
that it is information to which access is not restricted or prohibited.
3.3. Applying for access to information
Formal request for access to information in the form of a form, attached to this
guide, is submitted to BH MAC by mail, fax, e-mail or in person at the BH MAC protocol / office.
